SHA District 4 is a metropolitan district comprised of Baltimore and Harford Counties with approximately 2,297 lane miles of which 440 lane miles are interstates.

The State Highway Administration's (SHA) District 4 (Baltimore and Harford Counties) is recruiting for a Design Engineer (Transportation Engineer III) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work: The Design Engineer works closely with the Team Leader in performing engineering work as part of the district's System Preservation Program. This position assists the Team Leader to prepare highway construction contracts for advertisement; reviewing engineering plans for adherence to state and federal design guidelines and policies; right-of- way requirements; utility relocation needs; cost estimates; engineering reports; and specifications and related contract documents. The Design Engineer will also be tasked with performing in-house engineering design (utilizing InRoads) which may include traffic barrier design; Americans with Disabilities Act (ADA) sidewalk and driveway upgrades; minor geometric improvements; Maintenance of Traffic (MOT) and detour plans; and all associated engineering design and permitting documents for these improvements. This position involves coordinating with multiple SHA support divisions, engineering design consultants, and other state and county agencies. All the duties listed above are performed under the supervision of the Team Leader.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Two years of experience in professional engineering.

Selective Qualification: One (1) year of experience in project management related to the design of highway projects.

Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidates must possess a motor vehicle operator's license valid in the state of Maryland.

Additional Information

Special Requirements:
Candidates may be required to attend evening community meetings or conduct peak hour traffic observations outside normal working hours.
