Procurement Analyst
Overview
The Administration for Strategic Preparedness and Response (ASPR) is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the Pandemic and All-Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.
Responsibilities
- Responsible for supporting the issuance of purchases, purchase commitments, grants, subsidies, loans, and loan guarantees in support of ASPR's execution of HHS' delegated Title III authorities
- Provide subject matter expertise as it relates to federal finance processes such as the federal budgeting process and federal contract management
- Responsible for successful creation and implementation of Other Transaction Agreements (OTA), Interagency Agreements (IAA), and Technology Innovation Agreements (TIA)
- Support the review of HHS' DPA Title III Broad Agency Announcement White Papers and Full
- Proposals as required, including performance of corporate and financial reviews
- Conduct in-depth analysis of existing regulations related to Federal procurement and other healthcare regulatory frameworks and provide high-level reports on findings with actionable recommendations
- Execute requisition entry into financial systems
Required Experience:
- 5 years of relevant experience in relevant field (business, finance, management)
- Knowledge of federal contracting regulations (FAR) and non-FAR contracting methodology (i.e., OTAs, TIAs, and cooperative agreements)
- Advanced knowledge of Government budget management policies and procedures
- Advanced knowledge of Government contracting and procurement policies and procedures
Desired Experience:
- Prior experience working with innovative Government institutions (i.e., SBA, DOD, DARPA, ASPR) desirable
- Large-scale (over $1B) procurement experience
- Government (specifically DOD) procurement experience
- Expertise in the FAR and OTA requirements
- Experience in DPA Title III and specifically its use during COVID-19
- Attention to detail
- Understanding of contracts process flows
Required Clearance:
- Ability to obtain Public Trust Clearance
