Senior Program Manager

Overview

Aveshka's Technology Service Division is looking for a Senior Program Manager to join our federal technology services practice. We are looking for a consummate professional that can confidently lead an IT Transformation PMO at the United States Department of Health and Human Services (HSS) Administration for Strategic Preparedness and Response (ASPR) Office of Information Technology (OIT). OIT is embarking on a strategic initiative to build up its IT capabilities. You should have experience in IT Strategy, IT Governance, IT Policy, and IT transformation.

Responsibilities

• Establish and lead OIT Transformation PMO
• Lead PMO team of five to seven analysts and consultants
• Lead customer executive interactions and stakeholder engagement
• Track milestones, development of strategic communications
• Support development of briefing materials for ASPR senior leadership
• Support development of required congressional and agency reporting
• Supports development of change management and training plans
• Support interagency work between OIT, OCIO, and other organizations
• Support the development of a Performance Management Plan
• Support the development of OIT performance metrics, key performance indicators (KPIs), and Service Level Agreements (SLAs).

Qualifications

Required Education

• Bachelor's degree

Required Experience

• Must have 5 or more years of experience leading Information Technology projects.
• Preference for candidates with experience public health and/or emergency
• Experience planning IT capability, capacity, and IT transformation
• Experience gathering/eliciting requirements and facilitating group discussions
• Ability to guide the team through ambiguity to gain clarity on requirements
• Ability to handle multiple projects simultaneously
• Excellent written and verbal communication skills
• US Citizenship
