Description

Boston Government Services is seeking a Financial Management Specialist to support the Department of Energy (DOE) and Naval Reactors Headquarters (NRHQ) at the Navy Yard in Washington DC.

Responsibilities:

  • Prepare, review, and execute transactional workload associated with NR Acquisition Management in support of day-to-day operations using approved practices and procedures by assigned due date(s).
    • Transactional workload involves reviewing and processing simplified acquisitions, interagency agreements, and contractor requests for consent to subcontract.
  • Document NR Acquisition Management transactional and reporting processes in standard operating procedures and review/update existing procedures as necessary, by assigned due date(s).
  • Collect, review, and analyze acquisition and industrial base information to make recommendations to the Government.
  • Define the nature and extent of prime and subcontract challenges and opportunities given mission need and resource requirements.
  • Prepare recommendations, understand the nature of the acquisition requirement, the contract relationship between the Government and the Prime or the Prime and subcontractor, and the influence of contract terms and performance history.
  • Collect, analyze, and prepare reports on contract performance, new scope contract actions, and change orders and make acquisition and procurement recommendations for the negotiation, awarding, and oversight of contracts/modifications that support design, acquisition, maintenance, modernization, and the repair of nuclear vessels.
  • Communicate and develop strategies with supervisor shipbuilding, program offices, and other defense agencies for collection, analysis, and reporting of information in the areas of procurement, contract/subcontract administration, nuclear material management, and cost control.
  • Develop, write, and edit material for reports, manuals, briefs, instructions books, and related technical and administrative publications concerned with work methods and procedures.
  • Organize material and complete writing assignments according to set standards, regarding order, clarity, conciseness, style, and terminology.
Qualifications

Requirements:

  • Bachelor's degree in accounting, business, finance, business law, contacts, purchasing, economics, or related major.
  • Minimum (4) years of Department of Defense Financial Management.
  • Department of Defense Financial Management Regulations.
  • Naval Sea Systems organizations and policies.
  • Department of Defense Acquisition Planning and Contracting.
  • Cost and pricing and economic analysis.
  • Cost Estimating methodologies and best practices.
  • Microsoft Office applications.
  • Required minimum certification: DAWIA Business Finance Management - Practitioner (or equivalent) preferred.
  • Must be US citizen.
  • Successful drug screening.
  • Must be eligible to obtain and maintain a L/Q security clearance badge.

Preferred Qualifications:

  • Master's degree in accounting, business, finance, business law, contacts, purchasing, economics, or related major.
  • Naval Sea Systems organizations and policies.
  • Data analysis software.
  • Working knowledge of Department of Navy business systems (NAVY ERP and Standard Procurement System).

Work Location/Work Arrangement:

  • This position is onsite. Washington DC. (telework may be authorized)
