DESCRIPTION:

Patricio Enterprises is seeking an experienced and accomplished Director of Business Development, to collaborate with program and technical personnel in the successful capture of new business opportunities in the DoD and adjacent marketplaces. The Director will be responsible for coordinating efforts across the company including project management teams and functional staff to identify / shape, qualify and capture opportunities focused on the US Army and US Marine Corps in the vicinities of Fort Belvoir, VA; Quantico, VA; and Aberdeen Proving Ground, MD. Typical customers include Marine Corps Systems Command and various Army Program Executive Offices. Contract vehicles include SeaPort NxG, Responsive Strategic Sourcing for Services (RS3) contract, and GSA.

The successful candidate will foster collaboration across the company to execute the responsibilities outlined below. The candidate will share overall responsibility for opportunity development, capture strategy, planning, and execution with the cognizant technical lead(s). Nonetheless, the candidate will be expected to operate independently to develop opportunities through the capture process and within the associated budget, while providing regular status updates, preparing and executing decision briefings, and managing schedule in accordance with corporate processes.

The Director of Business Development must be capable of harnessing organic and partner capabilities to capture opportunities directly related to Acquistion and Logistics support. This position reports to the Chief Executive Officer. The successful candidate will enjoy the support of a research and proposal team using GovWinIQ, SharePoint, Adobe, a modified Shipley Process, and other standard tools.

Primary duties will include (but not limited to):

  • Assume responsibility for execution of existing pipeline of qualified opportunities in support of Patricio Enterprises growth objectives.
  • Augment the existing pipeline based upon the successful candidate's analysis of the market, experience, and capabilities.
  • Develop competitive intelligence, perform gap analyses and develop teaming strategies; develop value propositions, win strategies; business case presentations; contribute to proposal, product development, color reviews, provide input to final proposal revisions, hand-off for implementation, and provide lessons learned as part of the continuous improvement process.
  • Demonstrate and maintain track record for closing deals.
  • Build, develop and foster relationships with agency decision-makers, stakeholders, industry partners, consultants, and influencers to pursue and win new opportunities.
  • Must work collaboratively and proactively across the organization to achieve broader company growth objectives while maintaining connectivity to project managers.
  • Engage in industry events and serve as liaison for memberships and event participation; participate in and serve in leadership capacities with local industry groups.
  • Prepare for approval and execute approved engagement strategy (including conferences) in line with the corporate fiscal year.
  • Conduct market research and analysis of the latest trends in funding and mission priorities across the target agencies.
  • Provide capture strategy guidance and actively engage / support proposal efforts; author sections when appropriate.
  • Coordinate priorities and resources between multiple opportunities; align consultants and teaming partners to support capture and proposal activities.
  • Prepare and update Patricio Enterprises database for all tracked opportunities and be prepared to justify each pursuit and the associated budget.

EDUCATION / EXPERIENCE:

  • Current Secret clearance desired
  • Bachelor's degree, business or engineering (preferred) or a related discipline
  • 10+ years well-rounded experience conducting business development activities
  • Demonstrated success and proven, sustained ability and reputation of winning contract awards
  • Advanced knowledge of business development standards and best practices to include process improvement techniques and the ability to lead and direct improvement initiatives
  • Comfortable using SharePoint, GovWinIQ and standard business development tools
  • Knowledge of the Defense acquisition processes, procedures, and regulations
  • In-depth knowledge of the competitive landscape and existing contracts within the US Army PEOs at Fort Belvoir and Aberdeen Proving Ground and Marine Corps Systems Command
  • Experience interacting with and briefing government and industry leaders
  • Ability to excel in a team environment and inspire a highly dedicated and talented group of professionals to win
  • Strong leadership, diplomatic and motivational skills including the ability to lead up, across, and down multiple business and technology organizations
  • Experience in managing multiple opportunities at all stages of the pipeline lifecycle
