AES Clean Energy, a subsidiary of The AES Corporation global company, specializes in developing, owning, and operating utility scale projects such as PV solar, PV solar combined with battery energy storage systems (BESS), stand-alone battery energy storage and wind generation. AES CE currently has more than 6,300 MW of solar, wind and storage projects in operation in the U.S., with an additional 4,800+ MW contracted or in development.

*Please note this role is primarily remote, but must be based in Houston, TX; Austin, TX or surrounding area.

The Manager of Regulatory Affairs at AES Clean Energy (AESCE) will be tasked with supervising AESCE's positions and fostering relationships within the Federal Energy Regulatory Commission (FERC), managing policy positions within Regional and Independent Transmission Organizations (RTO/ISO), and taking the lead on filings and policy positions at state Public Utility Commissions (PUC) or Public Service Commissions (PSC) in key states. the Manager of Regulatory Affairs will play a pivotal role in managing regulatory policy in Texas and other regions as AES Clean Energy expands its operations, ensuring compliance and alignment with evolving regulatory landscapes across various geographical areas. This role involves actively contributing to developing corporate strategies, policies, and plans that align with regulatory frameworks and market dynamics where AESCE operates. Moreover, the Manager will proactively identify potential policy changes or adaptations beneficial to the business and effectively communicate these insights to internal teams to formulate strategy. Cultivating and sustaining relationships with regulatory bodies, their personnel, relevant authorities, committees, and partner organizations will be crucial. The ideal candidate will possess a comprehensive understanding of AESCE's assets and products, exceptional communication skills, and a collaborative approach to partnership.

Primary Job Responsibilities:

* Manage AESCE's policy and filing priorities at FERC, the RTO/ISOs and state PUCs

* Liaise with other AESCE teams (Development, Origination, Markets) to understand policy impacts to projects and clean energy products.

* Develop regulatory positions and strategies to promote priorities and offset potential roadblocks to development and new products.

* Work with appropriate industry associations or NGOs to further AESCE's regulatory work.

* Provide updates on critical regulatory proceedings to Senior Leadership teams in a timely manner.

* Hire and lead regulatory consultants to assist policy priorities.

* Manage a regulatory budget.

* Coordinate policy priorities, relationship management and communications with AESCE Strategy Team.

* Some travel may be required.

Requirements:

* At least 5 years of experience in regulatory policy or with an ISO is preferred.

* An advanced degree in Engineering, Economics or a law degree and/or relevant ISO experience preferred. Sophisticated education, particularly at the post-secondary level, may serve as a viable substitute for professional experience. Candidates with advanced degrees or relevant academic credentials commensurate with the required experience will be duly considered.

* Experience in the energy sector with a preference for renewable energy experience.

* Strong experience and proven skills in understanding the regulatory process at state, RTO/ISO, and FERC. ERCOT experience preferred.

* Outstanding analytical skills in understanding policy impacts to energy development and pricing.

* Communication skills: ability to develop and deliver concise powerful messages verbally, in writing and in presentations.

* Unwavering ethics and strong moral compass in all transactions.
