The Program Manager leads the execution of advanced simulation systems developed through analysis, requirements, design, manufacture, integration, test, delivery, and sustainment phases. The Program Manager leads associated technical specialists in concept formulation, planning, design, production, testing, fielding and sustainment of simulation products and services. Lead and execute assigned programs within the DoD Acquisition Framework including management of cost, schedule, and performance attributes of major complex projects. Responsible to develop and manage approved program plans that include work break down structures, integrated master schedules, manpower plans, baseline budgets & Estimate at Completes (EACs), Key Performance Indictors to include Earned Value Management, resource management & task assignments, and risk & opportunity management. Responsible for intercompany planning of quality control, configuration management, manufacturing/production, and life cycle support/logistics elements of assigned projects. Responsible for leading a team of multi-disciplinary people to accomplish business objectives within scheduled time constraints while meeting all the customer requirements. Strong customer relationship and customer expectation management skills are a must.

Required Experience:
  • Proficient at complex program planning, cost estimating, budgeting, financial tracking, resourcing, and monitoring of short term and long term multiple-disciplinary teams and project objectives
  • BS or equivalent in Engineering, will consider other related scientific or technical discipline with strong engineering background
  • Ability to interact effectively with all levels of management i.e. subordinates through the Division President and/or CEO
  • Ability to interact appropriately with the public when necessary
  • Ability to adhere to workplace rules
  • Must have working knowledge of Department of Defense Acquisition/ Frame- work and associated design milestones.
  • Must have working knowledge of Earned Value Management.
  • Must be adept in Microsoft Office Suite including working knowledge of MS Project.
  • Demonstrates experience in problem solving for complex, mult skill required issues.
  • Ability to travel domestically and internationally when needed.
  • Ability to obtain a Security Clearance
  • Ability to maintain sensitive and confidential information as required by government standards

Desired Skills and Experience

  • Experience in development of military training systems
  • Experience in military operations, service, and/or military standards
  • Technical understanding of the basic principles of systems engineering for hardware and software based systems
  • Technical ability to read engineering drawings and top level design work products
  • Awareness of software CMMI principles and practices
  • PMP and/or DAWIA level 3 certification in Program Management
