At DC Water, we provide more than 700,000 District of Columbia residents and 24.6 million annual visitors with essential water, wastewater, and stormwater services. Role Description:

The Senior Manager, Learning & Development, is responsible for design, implementation, and evaluation of comprehensive learning and development programs to support the professional growth and skill enhancement of DC Water's employees. The role identifies training needs for DC Water's workforce, designs tailored learning solutions, measures their impact, and contributes to the development of a highly skilled and engaged workforce aligned with the organization's strategic goals and objectives. The role fosters a culture of continuous learning, performance excellence, and organizational effectiveness.

Essential Duties & Responsibilities:
  • Leads learning and development programs to support employee growth and career advancement at DC Water, including training, coaching, and mentorship opportunities.
  • Manages thorough assessments of organizational learning needs, including skills gaps, competency requirements, and emerging trends, through surveys, focus groups, and performance evaluations.
  • Collaborates with HR business partners, department heads, and senior leadership to prioritize learning priorities and develop targeted learning interventions.
  • Drives the design and development of innovative and engaging learning programs, workshops, and courses aligned with identified learning needs and DC Water's organizational goals.
  • Facilitates training sessions, workshops, and learning events for employees at all levels of the organization, leveraging internal subject matter experts, external trainers, and online learning platforms.
  • Manages and implements leadership development programs to build leadership competencies, succession pipelines, and talent bench strength within DC Water.
  • Develops technical and functional training programs to enhance job-specific skills, knowledge, and proficiency across various departments and job roles.
  • Partners with subject matter experts and department managers to ensure alignment of training content with job requirements and performance expectations.
  • Manages orientation sessions to provide essential information, resources, and support to the new employees, facilitating their smooth transition into DC Water.
  • Evaluates and manages learning management systems (LMS) and other learning technologies to support the delivery, tracking, and reporting of learning activities.
  • Establishes metrics and key performance indicators (KPIs) to assess the effectiveness and impact of learning and development programs on employee performance, engagement, and retention.
  • Directs regular evaluations, surveys, and assessments to gather feedback from participants and stakeholders and identify areas for improvement.
  • Stays informed of emerging trends, best practices, and innovations in learning and development, and leads continuous improvement initiatives to optimize learning processes, streamline workflows, and enhance the overall quality and efficiency of learning delivery.
  • Develops and manages the learning and development budget, allocating resources effectively to maximize the impact and reach of training initiatives while ensuring cost efficiency and fiscal responsibility.
  • Partners with finance and procurement teams to negotiate contracts with external training vendors and manage vendor relationships and performance.
  • Manages the development and curation of learning resources, content libraries, and knowledge repositories to support self-directed and continuous learning among employees.
  • Promotes a culture of learning and professional growth by recognizing and celebrating employee achievements, milestones, and contributions to learning and development initiatives.

Supervisory Responsibilities: Oversees a team of learning and development professionals, trainers, and instructional designers. Monitors and evaluates performance towards meeting goals. Adjusts objectives, priorities, work plans, schedules, and commitment of resources as needed. Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of team members.

Key Working Relationships: Interacts with high level officials, managers and supervisors throughout DC Water, employees, local union representatives, officials from other government and private agencies and organizations, etc.

Required Skills & Qualifications

Required Experience:
7-10 years of experience in learning and development, talent management, or organizational development, including at least 5 years of managerial experience or equivalent combination of education and experience.
Demonstrated experience in designing, implementing, and evaluating learning programs and initiatives in a corporate or organizational setting.
Minimum Education Requirements:
Bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, or a related field from an accredited college or university.
