As a Lead Analyst/Project Management Specialist in the Project/Portfolio Management Office (PMO) of the Department of Information Technology (DIT), works to lead a wide range of complex IT project/portfolio management activities, including providing analytical support, developing workflow for DIT project management and administrative processes, and business systems configuration and related activities. Participates in identification and development of systems, apps and web capabilities that support project/portfolio management and the business of DIT; documents requirements, analyzes business processes and recommends improvements. Works under the general supervision of the PMO Director performing complex analytical and technical work in management and oversight of IT Projects in the County s IT Project Portfolio. Evaluates compliance with County standards and proactively engages with project stakeholders to define tasks, estimate resources, and align technology with business strategies. Assists project managers with information technology project management for application implementation and upgrades of complex multiphase enterprise technology initiatives, related budgets, contracts, fiscal oversight, and management of contractors and end user support. Lead architect and system administrator for the PMO System; evaluates and assists in business process redesign to enhance efficiency, documents system requirements and specifications, processes, procedures, and workflows; monitors system operations and resolves performance issues. Coordinates the annual software development audit; analyzes results, submits reports to the Department of Finance, and resolves potential concerns to finalize audit results for acceptance by the County s external auditors. Guides, counsels, and trains PMO staff as needed.
MINIMUM QUALIFICATIONS:

Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.
