Job Description

Position Summary:

IEM is looking for a Full Time - Senior Project Financial Compliance Officer.

Primary Location:

  • Candidate must live a commutable distance to Guaynabo, PR.
  • Position will be a fully in office role, we cannot accommodate remote work from home.

Travel Requirements:

  • None currently

Essential Functions:

  • Monitor program activities and contracts to validate compliance with Federal Programs policies, including applicable federal and local regulations.
  • As a minimum, the following items must be monitored: Eligibility of activities and beneficiaries; National Objectives; Financial management or procurement; Cross-cutting Federal requirements (i.e., Section 3, Davis Bacon, URA, Environmental Review, Conflicts of Interest, 2 CFR 200 requirements); Prevention of Duplication of Benefits from other sources; Program policies and procedures; Reporting and recordkeeping; or, any additional requirements established by PRASA in Program Agreements.
  • Develop a work plan containing specific tasks to monitor the sub-recipient's compliance with Federal and Local programs policies, standards, and procedures.
  • Provide all necessary guidance, technical assistance, and training to internal staff, PRASA, and sub-recipients that will help them to enforce compliance with the most current version of policies, regulations, and standards for Federal and Local Programs.
  • Prepare all necessary program-wide documentation and reports to PRASA to communicate program compliance performance and the status of any compliance issues.
  • Maintain awareness and knowledge of the most recent Federal and Local compliance requirements that may apply to PRASA's Federal and Local Programs.
  • Provide guidance and recommend actions to PRASA to handle changes and risks associated with changes in policies and regulations.

Minimum Qualifications:

  • Must have a Master's degree in Accounting or related areas.
  • Must have ten years of experience, a minimum of four years of solid core accounting experience in major government/Business cycles, and at least four years of experience in regulatory compliance.
  • Must be a Certified Public Accountant.
  • Must be able to work within deadlines and prioritize work.
  • Must have compliance and monitoring experience in federally funded programs. (for example, the applicability of federal, state, and local regulations; evaluation of eligibility of activities; validation of compliance with required National Objectives; validation of compliance with crosscutting guides; validation with Section 3, Davis Bacon, URA, Environmental Review requirements; evaluation of Duplication of Benefits; Reporting and recordkeeping requirements; or similar.)
  • Must have good communication and analytical skills.
  • Must have excellent verbal and written communication skills. Fluent in both English and Spanish Languages preferred but not required.
  • Must be working locally from Puerto Rico
