PURPOSE & NEED

Our clients have recognized our value and hired us to help them address the world's most important problems related to climate change, biodiversity conservation, and community resilience. Our rapid growth has led us to improve our systems and build our teams supporting business development and marketing functions to meet our growth targets.

We are looking for a qualified Business Development Manager with experience working in the government contracting space to join our team. They will ensure we are cultivating new and existing clients, tracking market trends, and advancing new business opportunities through the pipeline from identification to award. They will provide insight to strategic growth while also mentoring staff, writing select proposal/pre-proposal pieces, leading cost proposals, and coordinating the internal team and partner inputs for bid efforts.

The position plays a key production role across a busy and diverse set of internal projects and initiatives and will report to the Director of Business Development and Marketing. Success in this position includes the ability to manage and drive processes forward, work collaboratively with people across our organization and adapt effectively to different work styles and cultural contexts, respond quickly to varied demands and tight deadlines, and complete high-quality work products on time with an eye to detail.

RESPONSIBILITIES

  • Play key role as lead capture manager with project staff to successfully manage proposal efforts and resources, including timeline and action planning, identification of proposal team members, facilitation of external partner meetings, efficient communications, and organization of proposal components, including cost.
  • Lead process for technical and cost proposal production and submission, coordinate post-submission debriefs, and transition to start up upon award.
  • Develop, adapt, and/or update proposal development and business development team tools, trainings, and processes to meet evolving organization needs.
  • Coordinate with project teams to facilitate client and market analyses and ensure project success stories are captured in an internal database and shared externally.
  • Mentor and train colleagues in proposal management, technical writing, writing of other proposal sections, recruitment, and cost proposal preparation.
  • Work closely with the recruiting team to develop job descriptions, identify and screen candidates, facilitate, and coordinate interviews, and finalize documentation of selected candidates for proposals and anticipated awards.
  • Represent EI externally and contribute to marketing documents, blog posts, op-ed pieces, and success stories that share the organization's expertise externally.

OBJECTIVES AND GOALS

The Business Development Manager will be responsible for a set of key objectives that are planned for the first 3, 6, and 12 months.

First 3 Months

  • Understand EI's business development systems, tools, and practices, including identifying opportunities for improvement.
  • Develop working understanding of EI's current portfolio of work, organizational purpose, values, and culture.
  • Understand EI's current and target clients, portfolio of work, and growth targets.
  • Contribute to EI's strategic planning and target-setting for our 2024 Planning Year.
  • In partnership with the current EI Business Development team, lead elements of capture on 2-3 new business opportunities.

First 6 Months

  • With limited oversight, lead capture and/or proposal management on 2-5 opportunities, including cost proposal preparation, preparing and facilitating partner meetings, and writing sections for proposal responses.
  • Facilitate meetings with EI staff to coach them through business development expectations, tools, and resources.

First 12 Months

  • Contribute to broader EI annual strategy for sustainability, business development and marketing.
  • Independently guide and coach staff to meet current and long-term growth targets, implement capture plans for new business, and identify near and long-term opportunities aligned with our business strategy.
  • Ensure EI is meeting internal and external deadlines and producing high-quality proposal responses, capability statements, and marketing stories.
  • Internal EI business development process and tool improvements are implemented, adopted, and socialized, such that EI staff and external partners are confident in our business development capabilities.

BASE STATION AND COVID-19 POLICY

The position will be based in Washington, DC. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.

Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree and 5+ years of experience; Master's degree and 3 years of experience or equivalent combination of education and experience.
  • Successful experience leading large-scale proposal efforts for USG (with a strong preference for USAID experience), foundations, and/or other donors.
  • Experience supporting a business development team with an organization or contractor focused on USAID.
  • Experience contributing across key proposal roles outside of proposal management, including technical writing, writing of other proposal sections, recruiting, and/or preparation of cost proposals.

Preferred Qualifications

  • Demonstrated success building a trusted advisory relationship with client teams, including technical specialists, to assess needs, manage processes, deliver high quality services, and solve problems.
  • Strong professional network of partner organizations, potential staff, and consultants in the field of international development.
  • Demonstrated success developing teams and winning contracts in the areas of international development, aid effectiveness, capacity development, systems strengthening, and/or environment.

Knowledge, Skills, and Abilities

  • Strong understanding of USAID priorities and of trends in international development.
  • Flexibility and adaptability in setting and adjusting priorities as needed.
  • Excellent written and verbal communication skills, including exceptional skills in proposal writing, editing, and formatting.
  • Strong interpersonal skills, with demonstrated ability to collaborate successfully across teams, countries, languages, and time zones, and with colleagues having different personalities and work styles.
  • Ability to work effectively and deliver excellent client service across many levels of an organization, including executive leadership, directors, and program managers.
  • Excellent organizational skills and attention to detail.
  • Problem-solving orientation and ability to manage dynamic workflows and priorities under tight deadlines.
